In 2024, a new solar panel grant program, named the “Solar Energy Plus Program,” will be launched. The government will provide a total budget of 75.8 billion Hungarian forints to support the installation of solar panels and the storage of the energy generated. This grant program is intended for residential users included in the gross settlement.
The goal of the solar panel grant is to enable families to produce and store green energy for their own use. This way, they can utilize the green energy they produce over an extended period, reducing their dependence on the grid. Therefore, the new solar panel grant program will be available for both solar panels and energy storage. The objective is for the solar panel system installed on one’s own roof to be connected to energy storage battery technology, encouraging green energy storage instead of feeding excess energy back into the grid.
The specific eligibility criteria are currently being developed by the ministry in consultation with experts. According to the plans, the new solar panel grant under the Solar Energy Plus Program will be available from January 1, 2024.
The grant will be available for solar panel systems with a maximum capacity of 4 kilowatts and an energy storage capacity of up to 8 kilowatt-hours. This grant program could potentially support the modernization of up to 20,000 homes. Families will receive non-refundable support covering 65% of their costs.

APPLICATION METHOD, DEADLINE AND LOCATION
The application can be submitted electronically via the https://napelem.palyazat.gov.hu/ application page within the framework of the 1st stage, grouped by region, until the available funds are exhausted.
According to the announcement of the body coordinating the tender on October 27, 2022, the call for tenders has been changed.
A decision on the second phase of the tender will be made after the official agreement on the use of EU grants.
WHAT IS THIS SUPPORT PROGRAM ABOUT?
The tender entitled “Subsidy for Residential Solar Systems and Electrification of Heating Systems with Solar Systems” offers individuals with an income below the national average and owning real estate the opportunity to use non-refundable support to develop energy production from renewable energy sources in their residential buildings and to modernize energy efficiency finally. The aim of the tender is to increase Hungary’s installed household battery capacity and the number of households using renewable energy, thereby reducing the country’s carbon dioxide emissions.
CONDITIONS FOR RECEIVING SUPPORT
Only natural persons (individuals) of legal age may submit applications for this call for tenders who
has a Hungarian tax identification number and
has (at least partial) ownership in the property affected by the investment, and
meets the income requirement.
Pursuant to the income regulation, an application may be submitted by an adult member of the household in which, among the natural person owners of the property affected by the investment as of August 30, 2021, those who have income in 2020, the combined income of 2020 according to the personal income tax return the amount per person is between HUF 0 and HUF 4,850,000.
In order to fulfill the income requirement, only the owners must be taken into account (current owners at the time of submitting the application), the number of persons registered with a permanent address/place of residence does not need to be calculated in the case of per capita income.
With regard to the call, the pension is also considered income. Owners with no income cannot be taken into account during the calculation.
From the point of view of the application, the owner is the person who, on the property sheet attached to the application submission II. column, you have an ownership stake in the property, so listing on a stamp alone is not sufficient.
A private individual can only be granted support in relation to one property, and in the case of the same property/sub-deposit, support can only be provided in connection with one application.
SCOPE OF BUILDINGS AFFECTED BY THE TENDER
Within the scope of the tender, a residential property (partly) owned by the applicant private individual, with a unique heating system, inhabited after the implementation of the investment
for a family house;
to a separable building of an undivided jointly owned residential building (semi-detached house, terraced house) with a usage agreement, which forms an independent unit from a legal and energetic point of view/
part of the building;
a request for support can be submitted for a part of a building/apartment that is part of condominiums or cooperative properties with a maximum of 6 apartments.
An additional condition for participating in the tender is that the building is in such a technical condition that it is suitable for receiving the investment without any other intervention.
RANGE OF SUPPORTABLE ACTIVITIES, TECHNICAL EXPECTATIONS
Within the framework of the tender, support can only be requested for one of the following two different technical contents, with different amounts:
Installation of a solar panel system placed on the roof structure, aimed at generating self-consumption – HUF 2.9 million.
Installation of a solar system placed on the roof structure, electrification of the heating system with a heat pump, installation of electricity storage and replacement of windows and doors – HUF 11.3 million.
Main parameters:
A solar system can only be placed on a roof structure.
Maximum billable nominal power in the case of solar panels: subsidies can only be granted to solar panels where the total nominal installed power of the solar panels does not exceed the consumption in kWh of the property affected by the application according to the last monthly electricity consumption bill received by the consumer before the submission of the application. multiplied by 0.0109, but no more than 5 kWp.
Maximum allowable rated output for a heat pump: replacing the existing heating system by installing a new, energy-efficient air-to-air or air-to-water heat pump with a maximum heating output of 12 kW.
In the case of a battery storage unit connected to the solar system, the storage capacity of the battery must not exceed 14 kWh.
Energy-saving replacement of door and window structures (windows, doors) separating heated and unheated spaces.
Among the combinations of technical content, only one version can be selected when submitting the application. Persons who have won support in the tender can only implement the investment with a company that is on a list of contractors.
The condition for submitting the grant application is the pre-contract concluded with the contractor.
